Lo “Human Resource Exploitation Training Manual” si apre, a differenza del precedente “Kubark Counterintelligence Interrogation”, desecretato dalla Cia nel gennaio 1997 , con questa democraticissima dichiarazione di legalità.
Prohibition against use of force
“The use of force, mental torture, threats, insults, or exposure to unpleasant and inhumane treatment of many kind as an aid to interrogation is prohibited by law, both international and domestic; it is neither authorized nor condoned. The interrogator must never take advantage or the source’s weaknesses to the extent that the interrogations involved threats, insults, torture or exposure to unpleasant or inhumane of any kind. Experience indicated that of use of force is not necessary to gain cooperation of sources. Use of force is a poor technique, yields unreliable results, may damage subsequent collection efforts, and can induce the source to say what he thinks the interrogator wants to hear. Additionally, the use of force probably result in adverse publicity and/or legal action against the interrogator (et. al.), when the source is released. However, the use of force is not confused with psychological ploys, verbal trickery, or other non-violent or coercive ruses employed by the interrogator in the successful interrogation of reticent or uncooperative sources.

The Theory of coercion
A. The purpose of all coercive techniques is to induce psychological regression in the subject by braining a superior outside force to bear on is will to resist. Regression is basically a loss of autonomy, a reversion. To an earlier behavioural level. As the subject regresses, his learned personality traits fall away in reverse chronological order. B. There are three major principles involved in the successful application of coercive techniques:
Debility (physical weakness)

Un’idea ce la siamo fatta: la tecnica è - certe cose, che si dovrebbero fare così, e segue dettagliata spiegazione, non si possono fare perché illegali. Resta l’insegnamento che soprattutto gli ufficiali sud americani, colombiani in testa, se posso permettermi spesso una manica di assoluti psicopatici sadici in addestramento presso la School of the Americas (SOA), oggi ribattezzata Western Hemisphere Institute for Security Cooperation (WHISC), di Fort Benning in Georgia, per i quali soprattutto il manuale fu pensato, hanno sicuramente recepito.
Comunque, per completezza, le altre due “major principles involved in the successful application of coercive techniques” sono:
Dependency
Dread (intense fear and anxiety)
